Meet Our Team.
President & CEO
Paul began his career as a United States Marine Corps Infantry Officer. He earned his BA from The Ohio State University (Go Bucks!) and his MBA from the University of Notre Dame (Go Irish!). Paul and his original partner co-founded GovTact in 2009. In 2011, Paul went to work for GovTact as its first employee – working as a consultant by day and building/ managing the company during personal time. He will say that the first four years of getting GovTact off the ground were difficult and lonely. All that changed in 2015 when Paul partnered with his longtime professional confidant and friend, Luke Howe. Together, Luke and Paul took GovTact’s successes to the next level by establishing a core team that focuses on the day-to-day operations of the company. With this amazing support team in place, Paul is able to concentrate on his duties and obligations as the CEO.
Chief Operating Officer
Luke began his career at General Electric but he quickly realized that he wanted to dedicate his efforts to creating a business of his own. Luke left GE and moved to DC where he met Paul Sanchez through their volunteer efforts with AFCEA. With similar goals in mind, Paul and Luke quickly discovered that building a business is way more fun when you do it with a partner and friend. Luke has helped lead the efforts that have grown GovTact by over 400% to date. Luke dedicates each day to improving company operations, driving growth and working with the GovTact team on company strategy as well as ways to better the business for its employees and customers.
Chief Technology Officer
Mark Carnahan brings two decades of experience in the information technology industry. As CTO, Mark works to strengthen the company’s technical offerings, ensuring that GovTact is well positioned to anticipate customer’s technical needs and provide the experience and expertise in emerging technologies required to solve the mission-critical challenges they face. He is an “out-of-the-box” problem solver and industry-leading expert in a variety of technical disciplines, specializing in network security, non-traditional networking, and infrastructure automation. He is a graduate of Mary Washington College (now the University of Mary Washington) with a degree in business and holds multiple technical certifications. Mark enjoys spending time with his wife and kids, coaching a variety of sports teams, and the occasional DIY project. When not out and about, Mark can usually be found in his workshop tinkering with his latest project; usually something made out of wood.
Director of Program & Contract Operations
Kelli Sotolongo is a PMP holder with 9 years of experience in government consulting. Kelli is a producer and brings a creative edge to our team. With a true knack for identifying strategic solutions to meet our client’s needs, Kelli is the master of wearing multiple hats. She enjoys spending time with her dogs, Sidnee and Penelope, and always finds a way, due to martial obligation, to cheer on Navy. Go Navy, Beat Army!
Director of Strategic Development
Tim Bayliss is a decorated Army Veteran with over 15 years as a leader in the U.S. Government sector. Tim prides himself on being adaptable and is skilled in finding solutions for our clients’ most challenging problems. As a former SWAT team member and military leader, Tim brings a unique perspective and strategic approach to the team. Tim is a family man and he enjoys spending his down time swimming, hiking, and stargazing with his wife, three kids, and his crime-fighting sidekick K-9, Rhett Butler. He might be Batman.
Director of HR Operations
Lilliam is a skilled communicator and naturally orients towards attention to detail within her work. With a keen ability to produce out of the box solutions, Lilliam is the driver of one of GovTact’s number one goals, ensuring we do everything we can as an organization to provide the best overall company experience for each GovTact team member. As an alumni of Florida State University, Lilliam is a huge FSU football fan. She is a reader, a cook and takes every opportunity to spend time with family and friends.
Director of Marketing & Communications
Megan specializes in developing and implementing strategic marketing and communications strategies. She has a marketing background and previously worked with a variety of small businesses at a D.C.-area marketing agency. Megan leads GovTact’s external and internal communications and marketing initiatives. Megan earned her bachelor’s in marketing from the University of Iowa’s Tippie College of Business and her MBA from the University of Maryland Global Campus. She’s an avid Iowa Hawkeye football and basketball fan and enjoys traveling and cooking in her free time.
Business Development Executive
Kyle brings more than six years of experience of account management, business development, and capture management in the technology services industry. Kyle was brought onto the GovTact team to focus on organic growth within the intelligence community, DoD, and federal civilian space. Kyle develops and manages client relationships and delivers solutions to meet our clients most niche challenges.
Business Development Executive
Will joins GovTact’s business development team where he focuses on strategic growth and developing and managing client relationships. Will is an award-winning sales executive with previous experience in the human capital management industry where he worked with hundreds of small business clients. He earned his bachelor’s degree from the University of South Carolina (Go Gamecocks!). In his free time, Will enjoys soaking up the sun on the golf course, on the water, or in a new city with his friends and family.
Sr. Account & Talent Manager
Inga Brower is a passionate, problem solver responsible for driving GovTact’s partnerships within the federal space. Combining her extensive experience in both business development and technical recruitment, Inga brings a strategic advantage to the way we approach our client’s problems. When she isn’t leading the charge for our federal clients, you can find Inga golfing, relaxing at the beach, or spoiling her pugs!
Sr. Technical Recruiter
Stu brings over 10 years of experience in technical recruiting support for federal clients. He is committed to ensuring prospective employees find the best available fit within the organization and it always available to discuss opportunities. When he isn’t taking candidate calls, Stu enjoys spending time outside with his wife and two girls, 3 and 6, and is generally near a playground or park in his free time.
Alex is a native to the DC area and has been within the technical recruiting field for 3 years operating in both Federal and Commercial space with a more recent focus on cleared IT roles. He enjoys the search and negotiations required to bring on new talent to our team. Outside of the office he enjoys golfing and being active.
Tim is originally from Boston, MA and has over 10 years of Government Consulting experience serving in a variety of roles for GovTact. Tim utilizes his skillset to standup and maintain technical operations, run GovTact’s Facility Security Program, and oversee financial forecasting. When not at work, Tim can be found fishing on the Potomac River.
